DESIGN ASPIRATIONS

Within the city and the master plan the building is required to have a presence, symbolic of the importance of the State Legislature.

The scale and massing has been determined comparing the programme requirements and sympathizing with the surrounding buildings.

The main programme elements of Legislature Assembly, Council, Central Hall and Library are clearly articulated, expressing their functional individuality, but in close proximity for mutual benefit and interactions.

A skin of horizontal louvres bind the main elements creating a single mass, the dominant presence on the site.

The compact form of each of the buildings and the reduced distances between the elements linked through the courtyards allows short
and easy access.

The courtyards provide protection from the climate, shading buildings and movements, providing places to relax and reflect on the decisions being discussed and made

PEDESTRIAN MOVEMENTS

The entrance level, on the raised plinth,elevated above the surroundings provides a series of sheltered courtyards, linking together to provide multiple access routes to the various elements of the Legislative Assembly Complex.

To create a generous open space, the solid
built elements on the ground floor are kept to
a minimum.

The main spaces of the Legislative Assembly,Council and Central Hall located at ground floor level also have multiple entrance points, allowing for ease of access, and providing the segreated entrances required by the prestigous nature of the building.

However, the design of the different Halls allows for privacy when needed. This is specially relevant in the Central Hall, which is normally open and accessible during most of the year, but closed and private when both houses meet in joint session.

above is via the stair cores which touch down
at ground level.
