An architectural competition of one phase invited by the Syrian Engineers Association, Latakia and for which almost 35 Architectural offices applied. The project of the Architects Samer Zidan and Ebrahim Dalileh has got the first grade.

Designing Concept:
The building is composed of two equal volumes: the bottom in the basement is a multifunctional hall and the top volume is a three levels roof gardens that contains a public restaurant and a panoramic terraces on the city view, the both volumes upper and lower are for public while the executive part of the Order is in the centre of the building and takes most of the middle levels
The east and the west facades are covered with a double system of louvers that open in summer and closes in winter thus allowing a perfect thermal insulation, and the flexibility of this system allows adding temporary flower-pots to enrich the outer view, although it can be removed.
The south façade made of full glass and its preferred to be covered with solar panels due to LEED to provide more clean power resources to the building beside that this façade contains a vertical garden within the rescue stair with an ever green plants that filters the air entering the building from the south.
The proposed ventilation system is based on air vents and it helps the thermal control of the building.
The design is luminescent as a piece of glass that gives lots of daylight through the day and uses friendly environment LEDs at night.
