The Proposed CNSERIEP is envisioned as a large-scale national strategic energy infrastructure project in Barangay Casambalangan, Santa Ana, Cagayan, strategically integrated with CEZA and Port Irene. It is intended to establish a Northern Philippine energy-storage, fuel-security, energy-trading and industrial-energy hub serving the wider Cagayan logistics and infrastructure ecosystem.

The project combines strategic fuel storage, LNG, LPG, refined-fuel storage, energy trading, industrial energy, renewable-energy integration, BESS and AI-enabled energy management. The Strategic Energy Gateway Core
The source concept identifies a 2,000-hectare master-planned energy district and a conceptual US$10-billion CAPEX. The proposed reserve portfolio comprises crude oil, diesel/gasoline, aviation fuel, LNG and LPG, with an indicative strategic coverage objective of approximately six months. 

CAPEX / OPEX BOUNDARY AT A GLANCE
The physical and operational connection is the marine energy interface: tanker/LNG/LPG/crude marine handling is provided by the seaport, while the onshore transfer, storage, regasification, reserve inventory, processing and distribution are provided by CNSERIEP.

DIRECT CONNECTION

The Proposed CNSERIEP and the Proposed Cagayan Automated Deep Seaport are complementary but independently funded projects. CNSERIEP is the onshore strategic-energy reserve and industrial-energy platform; the seaport is the marine transportation and cargo gateway. The seaport source expressly establishes this separation to avoid duplication of major CAPEX.
