The South West Detention Centre will be a maximum security facility, having a capacity for 315 male and female offenders and will include general population, infirmary and special purpose beds. Construction of the new facility will ensure current and future capacity needs and resolve issues regarding overcrowding at the aging Windsor Jail. The SWDC will maintain the highest of security standards with state-of-the-art technology and reflect sound correctional practices in a functional, maximum security working environment.
The RFP, issued in March 2010, resulted in the selection of forum Social Infrastructure (FSI) as the preferred proponent. The team includes: Forum Equity Partners Inc., Bondfield Construction Company Limited, J.M.R. Electric Ltd., NORR Limited, Johnson Controls Inc., Brookfield Financial and Lobo Consulting Services Inc.
The design and construction of the SWDC will adhere to the guidelines and sustainability principles of the leadership in energy and environmental design (LEED) rating system, with a goal of achieving Silver Certification.
