The site is located in northern Turkey, Sinop. Originally the site was under the water however it was filled in 19th century to have car road but pedestrian access wasn't a focus, it was neglected. One of the landscape touch of the project was bringing the site to its original state which allows to have more accessible pedestrian circulation without car road. The relation between city side and sea side was bounded with the help of roof system which allows citizens to reach from one side to other easily. Historical wall was playing obstacle role however using various articulations in the project the wall functions as outer facade and interior space division wall. Beside platform circulation, there is inside circulation which connect two side of the walls with underwater space where bookshelves are located. While underwater part is only for book exchange and read, above the water part is for students (Quiet study area, Common study area, Multi-media area, Workshop area, Computer lab) and for citizens (Seminar area, Meeting rooms, Coffee corner).

Double grid glulam structure was used for roof system and it is supported by tree shaped columns and historical walls.
Louvres on double glazed curtain wall is facing to south and direct summer sunlights is blocked by platform overhangs.
Seawater is to be filtered and used as grey water and heating system as water pipes go through ground floor.
Thermal mass as flooring absorbs heat during the day and releases during the night.
