However, firms in the construction industry are also organisations - bureaucracies managing projects. The types of links among bureaucracies and projects may be multiple. These links embed learning across projects, allocate resources across projects, make projects large or small, and situate projects in larger frameworks. Likewise, projects compel the bureaucracies to perform in particular ways, e.g. in relation to the uncertainties pertaining to projects, to the collaborative arrangements needed to extend projects across organisations, and to the complexities involved in framing the objectives of projects. The particular outcomes in terms of buildings reflect concerns developed not only in projects but also in various bureaucracies that are mobilised through the project.
