Winner of the Statoil architectural competition for the planned new building at Forus West is Swedish Wingårdhs with the project proposal "E = mc ²".
Wingårdhs' project proposals appear to be the best for us. Our assessment is that this project gives us the best land utilization, best economy and the best architectural and functional solutions, says Arne Sigve Nylund EVP Production and Development Norway (EPN) and site manager in Stavanger. Project proposal adds new building near the entrance to the existing building at Forus West and the planned collective axis against Vassbotn. This strengthens the urbanization of the area including Forus vision proposes. The building has an elliptical plan form which slopes from 16 floor facing north to 1 floor to the south, and gives the building a distinctive character. Because of a very space efficient building shape and office solution, the gross area far lower than the other project proposals in the competition. Opportunities for later stage is also outlined, showing in all three buildings with similar shape but different size. The existing building at Forus West may be retained until eventually building three established, and this makes the concept very flexible. then architectural competitions are unlike regular project procurement in Statoil, the Norwegian Architects Association (NAL) has been used as advisors in the process.

The architectural competition was announced and implemented as an international limited project competition. This has been successful and made ??a winning proposal with very good qualities. Statoil has combined internal processes and architectural industry best practices, and implemented this competition in an exemplary manner, says Per Rygh competition secretary of Norwegian Architects Association (NAL). Statoil will now mature new construction plans based on Wingårdhs' competition drafts and clarify important regulatory issues before further progress is assessed.

When the company reduces investment costs for 2014-2016 compared to the previous plans, this also affects office building project. Therefore, the schedule postponed for 12 months in relation to what was the project's original plan. Going forward, we need to better clarify issues related to parking and other important regulatory issues before we go any further, says Hans Birger Thomseth, Project Manager at Statoil.
