Should councils have power to judge on design quality?

Design quality has had a low priority in local authority decision-making ever since the local government reorganisation of the seventies.Then, when I was working at the RIBA on these issues, architects stillhad a major role in both plan-making and development control. Sadly,the then Conservative administration decided “aesthetic control” was sounimportant that it demanded neither that planning authorities retainedpeople qualified in 3D design — as staff or consultants — nor greaterarchitectural involvement in planning applications.
