In response to the city's increasing demand for housing, SBE's plans include 80 subsidised housing units (VPO) for long-term residents of the El Bulto neighborhood in addition to up to 153 residential flats in a 21-story skyscraper designed by Zaha Hadid Architects.
A number of neighboring heritage buildings, including the Cottolengo Diocesan Residence, will also be relocated and preserved as part of this project.

El Bulto's plans will be the first in Andalusia to be implemented under the urban development initiative, which offers a framework for joint administration of the city's spaces and guarantees the sustainable achievement of Malaga's social and urban development objectives.
Beyond building new residences for the city's citizens, SBE's plans also include the construction of public squares, sheltered courtyards, and landscaped gardens, in addition to new sports and recreational facilities. These features are intended to improve the standard of civic spaces for both locals and tourists in Malaga and to make the city more accessible.
