David Chipperfield and Sou Fujimoto Architects are among winning designs to ’reinvent’ Paris

Reinventer. paris is the new call for Innovative Urban Projects is to select innovative urban projects or constructions with a view to their practical implementation in the short term in the Paris area. The intention is that these projects should be developed on sites identified within the framework of this call for projects. According to results, David Chipperfield Architects and Sou Fujimoto Architects are among the winning design proposals for 'reinventer' Paris. For the competition, 23 sites chosen for development by paris mayor anne hidalgo, form a diverse supply of land and housing, spread over the Paris area and rapidly available. They comprise land and property owned by the City or its partners - social housing landlords or developers.
David Chipperfield Architects' winning scheme for the Boulevard Morland site both extends and opens up the existing structure which was originally built from 1957 to 1964 as a city administration building. The two top floors will integrate an inhabitable artistic installation designed by Studio Other Spaces that will house a bar and restaurant. The redeveloped complex will contain a mixed-use programme including housing, a youth hostel, hotel facilities, offices, retail outlets and a food market, establishing a new social and public landmark for the people of Paris.

For each of them, a specific procedure will be implemented so that the winning innovative project can be brought to fruition. For the sake of convenience, in the remainder of this document, the term “assignment of rights” means transfer of full ownership, assignment of real rights or any right to the construction volume resulting from either an emphyteutic lease or any other scheme intended to dissociate the building from the land.

The proposed urban innovation will need to cover both content and form. For the content, innovative responses should be provided in terms of project content, programme and technical specificities. The form relates to proposed procedures, management methods, the form of partnerships and consultation, management procedures for deadlines and different project phases, and financing arrangements.
