The site for the VAC is interpreted as being like a traffic island - a site bound by ring roads and railroads. A thin urban forest, is installed in a urban zone which is currently lacking in vegetation. The implantation of nature should not however impede the flow of people across the `traffic island` and so the landscape is connected to the urban fabric through a number of transformations. The organisational strategy for the project is one whereby access decreases seamlessly from that of a public role {VOI} to one which is more private {MVG}. An analysis of the various offices programmes reveals a uniform distribution and so the programme is rolled to create an office configuration which allows the public to circumnavigate and observe administrative space in action. The flat landscape has turned into a vertical foyer for visual `conversation` and chance social interaction.This proposal presents not one building but four as the VAC can be structurally divided into the following types: a Landscape Building, a Standing Tower {VOI}, a Hanging Tower {MVG} and a Bridge Building. Each type has a particular structural arrangement in deference to the continuity of the urban skin/wrap. The design features a number of means to reduce energy consumption.
