oReflecting the concept of “judicial system where the State Council is the highest in the hierarchy, and the boundaries of laws that cover all individual or institutional relationships”,
oCreating a “green” building with the most cost effective methods by taking energy efficiency into consideration as much as originality of the design.

The central idea of the architectural design is expressed by:
•A single rectangular building mass covered with an armor that gives the sense of a dignified and powerful institution of protection.
•An organic planning organized around a bright atrium including bridges and gardens that reflects the idea of “the decisions of the judicial system may adapt to the social, cultural and economic changes but will never cross the boundaries of its principles”.
