Urban development, in the proper sense of the word, does not mean quantitative progress and competitive power which lead capital market. We suggest the epoch-making approach that city goes together with nature. Our proposal about urban life does not deny possibility that urban life can be accord with natural environment. In the first phase of our proposal, promenades as fundamental urban fabric are lifted up. Dispersed urban programs, rearranged by the pattern of raised promenades, give urban consequence. Newly transformed urban fabric is not another one of layer, but changed extension of existing urban grids. Users are continually able to experience new urban life through efficient pathway and zoning in comparison with existing urban lifestyle.
