Universal design was introduced as a new concept in Norway ten yearsago. The term is synonymous with the British “Inclusive design” andimplies that anything planned, built or produced should be designed insuch a way that it can be used by everyone, to the greatest extentpossible. Universal design is increasingly being used both inlegislation and planning at all levels of Norwegian society. TheGovernment’s plan of action for Universal design 2004-2009forms the foundation for ever more intensified efforts. Newlegislation, particularly regarding discrimination, building andplanning is expected soon.
