The modernization process Brussels underwent after the beginning of thenineteenth century, was an excessively tumultuous affair. Brussels became a `capitale en chantier` - a building-site capital,with each site scarring the texture and memory of the city andgenerally impacting on the city`s structure too. This boulevard exemplifies one such scar in the capital. A boulevard ofexcessive dimensions in the heart of the city, it has no significancewhatsoever for traffic.
